LIRA poets and City of Manila unveil new marker at Balagtas Shrine on April 2

The Linangan sa Imahen, Retorika, at Anyo (LIRA), the leading
organization of poets writing in Filipino, collaborates once again
with the Office of Manila Mayor Alfredo S. Lim for this year’s
Francisco Balagtas Day celebrations on April 2, 2012, 7 a.m. at the
poet’s shrine at Beata St., Pandacan, Manila, where the legendary poet
and author of Florante at Laura lived.

To be unveiled in the event is the new Balagtas marker, the revision
of which was initiated by LIRA founder and adviser, National Artist
for Literature Virgilio S. Almario (the poet Rio Alma). Following the
unveiling is Almario’s public lecture on Balagtas titled “Ang Bayan ni
Balagtas”.

LIRA poets Dr. Michael M. Coroza, Dr. Vim Nadera, and LIRA officers
Phillip Kimpo and Louie Jon Sanchez will read poems and excerpts from
Balagtas’ works. Performing musical numbers are Joey Ayala and
University of the Philippines College of Arts and Letters Dean Elena
Mirano.

During the event, LIRA and Mayor Lim will also launch the Andres
Bonifacio Sesquicentennial programs, which will commence next year.

The Francisco Balagtas Day celebration has become an annual pilgrimage
for LIRA for the past two years. In 2009, at the height of the
National Artists scandal, LIRA mounted a symbolic clean-up of the
shrine to call for a renewed commitment in Philippine arts and
culture. Last year, the organization began to work with the City of
Manila in celebrating the premiere poet’s contribution in Philippine
culture.

FILCOLS @ FWGP's event: WORST CONTEST RULE EVER And other tricks in the publishing scene

FILCOLS' Executive Director Alvin J. Buenaventura delivered a talk last 24 March 2012 at a writers' event entitled Worst Contest Rule Ever and Other Tricks in the Publishing Scene. It was held at Chef's Bistro, Scout Gandia corner Tomas Morato, Quezon City. Around 30 writers were present.

Buenaventura discussed the fine print of the rules of some contests that are targetting the writers.

Rom Factolerin gave the opening remarks. He is one of the members of the Executive Committee of the Freelance Writers Guild of the Philippines. He was followed by Beverly Siy, executive officer for membership and documentation of FILCOLS. She talked about the basics of copyright. It was her who suggested that this event be organized because of a writing contest's rule that appeared to be very unfair to the writers who joined.

There was an open forum at the end of the talks. Some contracts between authors and publishers were discussed. Atty. Marnie Tonson, also a member of FWGP, was present to help clear things up and to provide legal perspective for the topics.

This event was organized by FWGP in coordination with FILCOLS, Chef's Bistro and Rental Monsters.

FILCOLS @ The Forum on Intellectual Property and Traditional Knowledge (an IPOPHL event)




FILCOLS’ Napoleon Almonte, Licensing Officer and Beverly Siy, Membership and Documentation Officer, attended the Forum on Intellectual Property and Traditional Knowledge held last March 21 and 22 at the National Museum, P. Burgos St., Manila.

More than one hundred individuals attended the event. Most of them were from government agencies, cultural and artistic organizations, ethnic groups, university research offices, non-government organizations and research institutions all over the country. The speakers were experts from the local, regional and international scene.

One of the key participants was the Director General of the Geneva-based World Intellectual Property Organization (WIPO), Mr. Francis Gurry.

One of the objectives of the event was to discuss the sharing of benefits on the use of traditional knowledge in indigenous communitites for commercial purposes as allowed by the communities. Some of the topics that were covered were Intellectual Property and Traditional Knowledge, Genetic Resources and Traditional Cultural Expressions: Overview of Issues, Options and Recent International Developments, Traditional Knowledge and Indigenous Peoples: The Philippines Legal Landscape, Intellectual Property Protection of Traditional Knowledge: The Malaysian Experience, Initiatives in the Protection of Traditional Knowledge by IPOPHL and Protecting Traditional Knowledge in India.

This event was organized by the Intellectual Property Office of the Philippines, WIPO, National Museum, National Commission for Culture and the Arts and the National Commission for the Indigenous Peoples.

FILCOLS @ High Level Forum on Access to Technology for Innovation (an IPOPHL event)







FILCOLS’ Napoleon Almonte, Licensing Officer and Beverly Siy, Membership and Documentation Officer, attended the High Level Forum on Access to Technology for Innovation held last March 22 and 23 at the Peninsula Manila Hotel, Makati City.

The Keynote Speaker was no other than the Director General of the Geneva-based World Intellectual Property Organization, Mr. Francis Gurry.

More than one hundred individuals attended the event. Most of them were from research universities, research institutions and corporations. The speakers were experts from the local, regional and international scene.

Some of the topics that were discussed: Entrepreneurship and Innovation, Funding Innovation, Recent Dissemination Policy of Industrial Property Information, Fostering Innovation in the Private Sector, Utilizing Technology for Nation Building, WIPO’s Innovation and Technology Support Project, ITSO Online Community of Patent Information Users, Enabling the Resource Poor to Access Technologies.

FILCOLS member Jackie Morta, the head of the University Research Center of De La Salle University Dasmarinas, Cavite also joined the forum.

This event was organized by the Intellectual Property Office of the Philippines.

FILCOLS' IP MADE AZ @ Arellano University

FILCOLS' IP Made EZ was held at the Little Theater, Arellano University (AU) Main Campus last 17 March 2012. IP Made E-Z is FILCOLS' forum on copyright especially designed for the tertiary students.

Around 130 graduate students and AU professors were present. The program started at 8:30 a.m. Dr. Federico Castillo, the academic coordinator of FCMSGS-Education, delivered the welcome and opening remarks. Dr. Remedios Fernandez, the Dean of FCMSGS-Nursing, introduced the Keynote Speakers.

FILCOLS' Executive Director Alvin J. Buenaventura gave a talk entitled IP Oras-oras, Araw-araw. He explained the importance of intellectual property in our everyday existence. The audience responded positively with their hearty laughter and occasional nods.

Buenaventura was followed by Atty. Mark Robert Dy, consultant of Intellectual Property Office of the Philippines (IPOPHL). He talked about the basics of copyright and plagiarism.

Then came the question and answer portion. Below are some of the questions from the audience and the answer of Atty. Dy and Mr. Buenaventura:

Q. Is it possible to have copyright registration at the National Library through online means?

A. No. One can download the form but he/she still needs to go the library to submit documents and pay the fees. One may also avail of the copyright registration services offered by the Intellectual Property Office of the Philippines and its 10 satellite offices all over the country.

Q. How long is the copyright protection?

A. In the Philippines, it’s the lifetime of the author plus 50 years.

Q. How much is the fee if I go through IPOPHL or one of its satellite offices for my copyright registration?

A. It’s P650 per work.

Q. Is it okay to download photos from the internet to be used in my powerpoint presentation?

A. There is no definite answer unless you specify the purpose of the powerpoint presentation. Permission is still needed if you are to use these photos for a business presentation. You are encouraged to check Creative Commons website because it is specified which works are available for use for free or for minimal requirements. You may also want to check photos from Wikipedia. They are usually cleared from copyright. Someone was recently asked to pay P15,000 as penalty for posting in his/her website a photo that is owned by another person. Because of the technology, it is easier for copyright owners to trace the users of their works. Please avoid illegal downloading.

Q. I am taking photos of your powerpoint presentation. Am I committing copyright violation?

A. It depends on where you’re going to use these photos. If it’s for documentation purposes, it’s okay.

Q. Counterfeit goods and pirated products are everywhere. Even the education system
is being penetrated by these pirates through fake transcript of records and fake thesis. How effective are the laws and the policies regarding this problem?

A. Government is doing its best but it needs the help of everyone. It needs everybody’s participation. We need to respect other people’s property. This will heighten our sophistication and understanding of copyright and IP.

Q. If I use a quotation by an author from the ancient times (like Plato), should I still mention his/her name?

A. Yes. If you don’t know the name of the author, just put unknown author in your speech.

Q. Who is the author of dissertation and thesis in the Graduate School?

A. It should be the students. But it depends on the IP policy of the school. AU should have one.

Q. Is it okay to plagiarize one’s own work for another employer? For example, some parts of your thesis are also included in the dissertation as major parts.

A. It’s not okay. Even if it’s not infringement and even if you are not plagiarizing other people’s intellectual work, it is still intellectual dishonesty. These usually happen through recycling of articles so that reporters may submit the same but rehashed articles for different publications.

Before the program ended, certificates were awarded to the speakers. It was led by Dr. Fernandez and Dr. Calderon. Closing remarks were delivered by Prof. Ma. Teresa F. Calderon, the Dean of FCMSGS-Education.

The program was emceed by Mr. Mark Gil dela Rosa and Ms. Bernadette Endaya.

“Luksong Tinik: Kwentong Kaligtasan para sa Kabataan”

Contest Mechanics
The Mu Sigma Phi Sorority is now accepting entries for the second Gawad Panitikang Pangkalusugan - a Nationwide Children’s Storybook Writing Competition on HEALTH. In its second year, the competition carries the theme: “Luksong Tinik: Kwentong Kaligtasan para sa Kabataan”.

1. The contest is open to all Philippine residents aged 18 and above with the exception of members of the Mu Sigma Phi Sorority and their first-degree relatives.

2. All entries must be original works written in English.

3. Entries should be easily read and understood by readers aged 5-10 years old.

4. Writers are free to use various literary forms (prose, poetry, etc.) and genres (i.e. comedy, horror, science fiction, fantasy).

5. Entries must be no more than 500 words and must be able to sustain a 24-page illustrated book.

6. Writers must address issues of child safety in any of the following categories:

a. Safety in the Home
b. Safety in Public Places
c. Safety on the Road
d. Safety in Cyberspace and Media
e. Safety in School
f. Safety in Natural Calamities
g. Safety in Armed Conflict
7. A contestant may send more than one entry.

8. Entries must be double-spaced on 8 ½ x 11 inches bond paper, with one-inch margin on all sides, typewritten or computerized using black ink on white paper. The font should be font size 12 Arial or Times New Roman if computerized.

9. Entries shall consist of an original and six (6) copies, placed in an envelope, on the face of which only the pen name of the contestant should appear. A notarized certification from the author must be included, vouching for the originality of the entry and for the freedom of the organizers from any liability arising from the infringement of copyright in case of publication, and affirming that the entry or any variant thereof has a) never been published nor b) won any other contest i.e. that it has never won 1st place in any other contest or otherwise been awarded a medal, a citation, or included in a publicized list of meritorious entries to a literary contest.

10. Together with each entry, contestants must submit a second envelope, on the face of which the pen name shall appear. This must contain the personal data sheet, with the contestant’s full name, address, contact numbers, and a short literary background. All entries must be sent through snail mail to P.O. Box 608, Manila Central Post Office c/o Margaret Rose C. Bocaya, U1122 Malate Adriatico Grand Residences, Ermita, Manila.

11. All entries must be received by the Mu Sigma Phi Sorority from December 5, 2011 to no later than 5:00 p.m., May 15, 2012.

12. There will be one winner per category. The judges also reserve the right to declare that there are no winners in some or all categories. Each winner will receive P25,000.00 in cash, a gold medal, as well as an opportunity to be published. Winners will be announced no later than August 15, 2012. The decision of the judges will be final. Non-winning entries may be claimed from P.O. Box 608 until May 15, 2013 at U1122 Malate Adriatico Grand Residences, Ermita, Manila.

13. All unclaimed non-winning entries will be destroyed.

14. When the winning entries are published by the MSPS, it is understood that the MSPS is the sole exclusive publisher and claims ownership of the copyright. The prizes for the winning authors will serve as the only payment for the copyright.

WIPO Director General Francis Gurry Visits the Philippines

IPOPHL has invited a high profile expert and authority in the international IP system to share his vision on the role of intellectual property in access to technology. No less than the Director General of the World Intellectual Property Organization (WIPO), Mr. Francis Gurry is visiting the Philippines for the first time on March 21-23, 2012. Director General Gurry will be at the Forum on Traditional Knowledge. He will be Keynote Speaker on the High Level Forum on Access to Global Technology, where a Press Conference will also be held at 11:30am on March 22, 2012 at the Peninsula Manila Hotel in Makati City.

His official visit is seen to raise the profile of IP and explore practical strategies to increase access to technology for innovation.

Francis Gurry was appointed as Director General of WIPO on October 1, 2008. He is the fourth Director General of WIPO and his current six-year term runs through September 2014.

As Director General, Mr. Gurry is addressing many challenges to ensure that WIPO and the international intellectual property system continue stimulating innovation and creativity and contributing to market order worldwide. How can WIPO and national IP offices meet the growing demand for patent services around the world? Are changes to the copyright system necessary to ensure its relevance in a rapidly evolving business and technological environment? How can respect for intellectual property rights be promoted in the face of widespread trade in counterfeit and pirated goods? How can WIPO contribute to the active participation and enjoyment in the benefits of innovation and the knowledge economy by all countries?

In response to the urgent challenges for intellectual property in the 21st Century, Mr. Gurry has led a comprehensive program of strategic realignment of the direction and work of the Organization. Communicating for Social Change Seminar Workshop

Long-term, systemic change requires better leadership.

British Council and Rappler are looking to train individuals defined by a spirit and a drive that makes them natural leaders who want to affect change and achieve great things not only for themselves, but for their countries and the world.

BACKGROUND

We envision a world in which the increasing connections between people and communities lead to positive outcomes. Yet in today’s world we encounter an even greater challenge stemming from differences in perspectives, cultures and backgrounds.

This creates a challenge for us to cultivate an atmosphere where communities can collaborate and engage in creative ways to build the change they want to see.

Young people are at the centre of this dynamic process as they have a unique opportunity to collectively shape the communities that they are a part of – be they local or global.

Young leaders as communicators find themselves at a time where new technologies have opened enormous possibilities not just in exchanging information but also in creating dialogues that offer practical solutions to address social realities.

Their efforts in communicating for social change entail a capacity to translate their vision and experience through appropriate tools and technologies, an appreciation of diversity, and a thinking that is both strategic and long-term.

Memory’s Fictions: The Bienvenido N. Santos Centenary Conference

The Bienvenido N. Santos Creative Writing Center of De La Salle University (DLSU) will hold Memory’s Fictions: The Bienvenido N. Santos Centenary Conference on the 20th of March 2012 (Tuesday), 9:00 am-4:20 p.m., at the Waldo Perfecto Seminar Room, SPS Building, DLSU Manila. This conference culminates the year-long birth centennial celebration of the Filipino- American writer whose short story collections (e.g. You Lovely People; Scent of Apples) and novels (e.g. Villa Magdalena; The Volcano; What the Hell for You Left Your Heart in San Francisco) serve as haunting portraits of the Filipino exiles in the US, and of humanity’s struggle to keep faith in a world of tenderness and defeats.

Rappler opens internship program to college students

As part of efforts to work with and nurture journalistic skills of the youth, Rappler is offering its internship program to collegiate students. We believe that learning and skills can be acquired beyond the classroom and through actual experience and exposure to real-life situations.

Our internship program is open to all college students in their junior to senior years. They are required to complete from 150-200 hours of work over 6 weeks. A select number of interns will be chosen every year over a rotating cycle.

Applications will be accepted year-round and notifications of those who will be accepted will be made as soon as the selection process is completed.

The Premio Tomas Arejola para sa Literaturang Bikolnon

REGULAR CATEGORIES

The Premio Tomas Arejola para sa Literaturang Bikolnon is open to all Bicolano writers and literary enthusiasts writing in any of the Bikol languages. There shall be no discrimination on the basis of age, gender or religion. Contestants under 18 years of age are, however, required to submit a certificate of parental consent.

It will receive entries for the following categories: Poetry, Fiction, Essay, Drama, the Novel and Screenplay for Short Film.

Entries for the Rawitdawit (Poetry) category must consist of at least 10 poems but not more than 15 poems.
Entries for Osipon (Fiction) should be at least 7 pages in length but should not exceed 12 pages.
Entries for Osipon na Pan-aki (Stories for Children) should be at least 5 pages in length but should not exceed 10 pages. Entries with a plot and narrative suitable for an illustrated storybook of at least 30 pages are preferred.
Entries for the Halipot na Pasali na Pan-entanldo na Pan-aki (One-act Play for Children) and the Halipot na Pasali na Pan-entablado (One-act Play) must be of sufficient length to approximate a performing time of at least thirty minutes. Plays for children, however, should be directed principally to promote Bikol values and traditions in the grade school level, ages 7 to 12.
Entries for Halawig na Pasali na Pan-entablado (Full-length Play) should have a performing time of at least an hour but not more than an hour and a half.
Entries for the Saysay (Essay) category should be at least 5 pages in length but should not exceed 8 pages. Works in creative non-fiction about the Bicolano way of life are preferred.
Entries for Nobela (Novel) may deal with any subject, provided it is tackling issues relevant to Bikol realities.
Entries for Halipot na Pasali na Pan-pelikula (Screenplay for Short Film) must be unproduced and can approximate a running time of ten to twenty minutes. This new category aims to engender the production of short indie films in the Bikol language and to encourage the creation of more short films in the region.
Only new, unproduced, and unpublished works are eligible. A work that has been awarded a prize in another contest is not qualified for the awards. All entries must be written in Bikol and must show literary merit and social significance.

Contestants may join in all categories but can submit only one entry per category. Entries must be submitted in four copies, double spaced on 8 1/2 X 11 inches bond paper with one inch margin on all sides and the page number typed consecutively, e.g., 1 of 8, 2 of 8 and so on. Font must be Arial and font size must be 12. Entry must be submitted with the participant’s pseudonym only and not the author’s real name. Author’s name and pseudonym must be submitted in a separate sealed envelope together with a bio-data containing the author’s literary background, an ID picture, and contact information. A notarized declaration of originality and authenticity of authorship must accompany the entry.

Finalists in each of the categories shall receive the Premio Tomas Arejola Diploma of Merit. A top winner will be chosen from among the finalists who shall then receive the Premio Tomas Arejola medallion and P7,000 cash prize. The said category winners are eligible for the Grand Prize, the winner of which shall be named Parasurat kan Taon (Writer of the Year) and will be awarded P12,000.

II. PREMIO BIBIANO SABINO CATEGORY

The category is open to book authors, book designers/ illustrators, anthologists/editors and publishers of Bikol literary titles. To qualify, the book must be written in the Bikol language and anthologized/ edited, designed/illustrated by a Bicolano native or resident. Only titles published and distributed between September 2010 and July 2012 are eligible.

Individuals involved in book publishing may nominate by submitting a copy of the book accompanied by a letter from the nominator testifying to the book’s meritorious contribution to Bikol letters. Copy of winning entry shall remain with and become property of the Premio Arejola.

The winner will receive a testimonial plague, P10,000, and shall be listed in the roster along with the winners of the regular categories and Lifetime Achievement (Masirang na Bituon kan Kabikolan) Award.

III. OTHER INFORMATION

Entries for all categories must be addressed to the Premio Tomas Arejola para sa Literaturang Bikolnon, mailed to the address below later than July 30, 2012. Entries sent by mail or courier must be postmarked /invoiced not later than July 25, 2012.

Entries submitted via e-mail must be a Word Document file and sent as an attachment together with the contestant’s bio-data containing his/her literary background and a notarized certification or authenticity of authorship of the entry. The original copy of notarized certification and ID picture must then be sent to PTALB 2012 thru mail. Entries submitted via e-mail must be submitted not later than July 30, 2012.

Failure to comply with any of the requirements shall result in disqualification from the awards.

Copyright of the works remain with the author but the latter grants, assigns and transfers into PTALB the right without necessity of any payment other than the prize which may have been awarded to publish the winning entry or portion thereof as it may at its discretion.

The Premio Arejola has the right of action against the author if it may later on discovered that the participant is not the creator or owner of the copyright to the winning work. The Premio Arejola shall not be liable to any court action if a third party files a case against a winner and/or contestant who plagiarized the work of the said third party.

Winners of all the aforementioned categories shall be responsible for the payment of government taxes.

Names of the finalists will be announced in local weeklies and radio stations on the last week of August 2012. The names of the winners and members of the Board of Judges shall be announced on September 2012 in an awarding ceremony in Naga City commemorating Tomas Arejola’s 147th birth anniversary.

The 10th San Agustin Writers Workshop

Children's literature will be the focus of the 10th San Agustin Writers Workshop, scheduled on May 2-5, 2012 at the Residence Hotel, Iloilo City. Ten writing fellowships are available this year, the Fray Luis de Leon Creative Writing Institute at the University of San Agustin Center for Research and Publications (UCRP), organizer of the annual workshop, announced.

Selected fellows will learn from distinguished panelists, all of whom have won awards in the prestigious Don Carlos Palanca Memorial Awards for Literature, and citations from other award–giving bodies for writers. Dr. Leoncio Deriada, who is on the Palanca Hall of Fame, will set the tone for the four-day workshop.

Completing the panel are: Dr. Genevieve L. Asenjo, chair of the Department of Literature at De La Salle University Manila; Dr. Isidoro M. Cruz, dean of the College of Arts and Sciences of the University of San Agustin; Dr. Alice Tan-Gonzales, Literature professor at the University of the Philippines – Visayas, Prof. John Iremil E. Teodoro, Language professor at Miriam College, and Mr. Marcel Milliam, who won the First Prize in Poetry for Children (Filipino) in the Palanca Awards last year.

Preference is given to applicants from within the Western Visayas region since the advocacy of the Institute is to support writers in Hiligaynon, Kinaray-a and Akeanon.

Interested applicants must submit the following: application letter; letter of recommendation from any faculty member of their school or any established writer in the region; curriculum vitae with colored ID picture, contact numbers (landline/cellphone/email address); parent’s consent to attend the workshop (for minors); and two creative works (children’s literature, one in English and one in any regional language - Akeanon, Hiligaynon, Kinaray-a, or Filipino), with translation in either English or Filipino.

The Juliana Arejola-Fajardo Workshop sa Pagsurat-Bikol 2012, to be held on April 10-13 2012 in Naga City, is now accepting applications for fellowships.

ELIGIBILITY

Open to all Bicolano writers, at least 16 years old, and able to participate in all workshop activities in Naga City from the 10th till the 13th of April 2012.

REQUIREMENTS

Interested parties may submit a suite of at least 5 poems, 1 or 2 short stories, a full-length play or 1 or 2 one-act plays written in any of the variations of the Bikol languages. Literary pieces in English or Filipino may be accepted but works written in the Bikol language is preferred.

Entries must be original, typewritten, double-spaced, on a short bond paper and must be submitted together with a letter of application and a bio-data containing the author's brief literary background.

BENEFITS

Twelve to fifteen writing fellows will be chosen from among the applicants. Said writing fellows will be entitled to attend the workshop free of charge and shall be provided workshop materials and free board and lodging.

Now on its 62nd year of encouraging excellence in literary writing, the Carlos Palanca Memorial Awards for Literature (Palanca Awards) is currently accepting entries for this year’s contest. Deadline for submission is at 12:00 m.n. of 30 April 2012.



The Palanca Awards, the country’s most prestigious and longest-running literary competition, welcomes submissions under the following regular categories:

English Division – Short Story, Short Story for Children, Essay, Poetry, Poetry for Children, One-act Play, and Full-length Play; Filipino Division – Maikling Kuwento, Maikling Kuwentong Pambata, Sanaysay, Tula, Tulang Pambata, Dulang May Isang Yugto, Dulang Ganap ang Haba, and Dulang Pampelikula; Regional Languages Division – Short Story-Cebuano, Short Story-Hiligaynon and Short Story-Iluko.



Each contestant may submit only one entry per category.



The Palanca Awards saw a significant boost in the participation of young writers over the years. To further encourage the youth to hone their literary talents, writers below 18 years old may submit essays under the Kabataan Division. This year's theme for the Kabataan Essay is “In the advent of e-books, do I still consider printed books to be an important part of education?” The theme for the Kabataan Sanaysay is “Sa paglaganap ng e-books, maituturing ko pa bang mahalagang bahagi ng edukasyon ang mga nakalimbag na aklat?”



The literary contest is open to all Filipino (or former Filipino) citizens, except current officers and employees of its organizing body, the Carlos Palanca Foundation, Inc. FILCOLS Member Rolando Tolentino directs the KRITIKA 2012 Workshop

The DLSU Bienvenido N. Santos Creative Writing Center and the National Commission for Culture and the Arts (NCCA) award eleven fellowships for KRITIKA 2012: National Workshop on Art and Cultural Criticism, which will be held at the University of St. La Salle (USLS) in Bacolod on April 22-28, 2012.

The workshop will focus on critical writing in the following arts: literature, visual arts, architecture, film, and multi-art. It is envisioned to give young scholars and critics a forum where they can discuss their work and concerns with established art critics. The fellows are: Marie Rose Arong (literature), John Barrios (literature), Patrick Campos (multi-art), Feorillo Petronilo Demeterio III (visual arts), Rene Luis Mata (architecture), Chuckberry Pascual (multi-art), Jay Jomar Quintos (literature), Jaime Oscar Salazar (visual arts), Oscar SerquiƱa, Jr. (literature), Christian Tablazon (film), and Michael Carlo Villas (literature). FILCOLS member Rolando Tolentino, BNSCWC Associate for Film, is workshop director. The distinguished panel of art critics includes Paulo Alcazaren (architecture), FILCOLS Chair Isagani R. National Workshop named after FILCOLS Member Rogelio Sicat now accepts application

The Palihang Rogelio Sicat (PRS) now accepts applications to its fifth annual creative writing workshop in Filipino. The Department of Filipino and Philippine Literature spearheads the workshop in cooperation with the Marinduque State College. It is the national writers workshop exclusive to authors writing in Filipino, the national language. It will be held on 16 – 20 May 2012 in Marinduque. Previous PRS workshop venues include Angono, Rizal; Palayan, Nueva Ecija; Baler, Aurora; and Alfonso, Cavite

Edgardo Maranan leads the teaching panel. He is a poet, essayist, fictionist, playwright, writer of children’s stories, in both English and Filipino. He has won 33 Palanca Award prizes, the highest number garnered by any Filipino author. Workshop faculty members include workshop co-directors Reuel Aguila and Jimmuel Naval, along with Marne Kilates, Bernadette Neri, and Will Ortiz.

Interested parties must submit any of the following: five (5) poems, or two (2) short stories (10 – 15 pages), or two (2) stories for children; two (2) creative non-fiction pieces or essays (10 – 15 pages); along with a bionote, photograph (2x2, colored). Manuscripts must be in 12 points, Arial, double-spaced, 8x11 size format.

Fifteen (15) writing fellows will be chosen. The workshop is all expenses paid, including transportation from UP Diliman to the venue. Fellows will be given a modest stipend.

FILCOLS members Raul Funilas, Pia Montalban and Mark Angeles celebrate 9th year of their organization

In an event entitled KM9, progressive poetry group Kilometer 64 will celebrate its nine years this March 13, Tuesday, with a poetry reading and book launch at Conspiracy Garden CafƩ in Visayas Avenue, Quezon City.

Created by social activist, painter and poet Rustum Gil Casia as an online group in Manila and then later on co-moderated with poet and journalist, Alexander Martin Remollino, the group is known for its hard-hitting and red-blooded poetry published through several chapbooks that tackle pressing social issues in the Philippines.

On its anniversary celebration, the group will launch its second book, Mga Panahon sa Hacienda Luisita, a support to the struggles of more than 4,000 farmworkers in the disputed hacienda owned by the family of the current president, Benigno Simeon C. Aquino III.

Kilometer 64’s membership had peaked at 900 and has followings local and overseas. Among its known members are sculptor, poet and FILCOLS member Raul “Tata Raul” Funilas, Kristoffer Berse, Palanca-awardee and FILCOLS Member Mark Angeles, and former political detainee Axel Pinpin. Today, it boasts of chapters in Southern Tagalog and Central Luzon

New TV show on Filipino artists airs February





Art Republik, a new TV show that features Filipino artists, debuts February 28 on Knowledge Channel at 8:40 p.m. Art Republik is a 30-minute program on Philippine arts and culture, profiling 51 artists from various art fields and two art collectors or a total of 53 guests for its first season. The first season of Art Republik carries 13 episodes anchored on themes, which are based on cultural traits.



The cultural traits used as episode themes include close family relations with a focus on siblings' relationships, respect, Bayanihan, adaptability, hard work, responsibility, strong sense of community, commitment, courage, quality, sentimentality, excellence, and perseverance.



For the first episode, Art Republik features two families involved in the fields of independent film and the visual arts: the Lee Brothers and the Dalena sisters. Roxlee is the hero of underground cinema; Romeo Lee commonly known as Lee is a University of the Philippines-Diliman icon and visual artist/performer.



Sari Lluch Dalena is a multi-awarded filmmaker who recently bagged the Best Picture and Best Director awards at the 2011 Cinema One Originals Film Festival for Ka Oryang. Aba Lluch Dalena is a visual artist, an art teacher and the lead vocals of Rockbato. Kiri Lluch Dalena traverses the fields of visual arts and film.



“We created the show to provide an alternative program to the usual entertainment and political fare on television. TV is a powerful medium to inform and engage people. We hope that Art Republik could contribute in increasing the awareness on Philippine art to a wider public by presenting its creators, the Filipino artists, whose work reflect our culture,” Betty Uy-Regala, producer of Art Republik, said. She is also a FILCOLS member.



The other members who complete the show's team are co-producer Evie dela Cruz, director JL Burgos, Imelda Morales, Opaline Santos, Ria Torrente, Kathrina Reston, Tom Estrera III, Allan Alcantara, Erwin dela Cruz, Rene Bayking, and Joel Laserna. Alma dela Pena, Mavie de Ocampo, Kristine C. Tabada, and Phillyn Lorenzo were part of the pilot episode production.

The show is produced through the Asian Christian Arts Association, Inc., a non-governmental organization, and partially funded by the National Commission for Culture and the Arts (NCCA), the policy-making body and grants-giving government agency for the preservation, development and promotion of Philippine arts and culture.



Felipe de Leon, Jr., chairman of the NCCA, said, “The Philippine government recognizes the role of culture in the development of the economy and national unity. This is embodied in our Constitution (Article XIV) and the Medium-Term Philippine Development Plan (MTPDP).”

FILCOLS Member Black Pen Publishing is at the pre-order phase of Axle Pinpin's collection of poetry entitled "Lover's Lane."

Pinpin hails from Cavite. He has two collections of poetry: Tugmaang Walang Tugma (1999) and Tugmaang Matatabil (2008). He was a political detainee from 2006-2008. His works are teeming with wit and social relevance.

Black Pen is an alternative publishing company that gear towards making the welfare of the writer as the center of publishing. Being alternative means that is sets itself apart from the common and traditional ways of capitalist-centered publication by pushing forward the interests of the writers and readers as well as making it possible for good books affordable to more readers.

It is based in Los Banos, Laguna.

The LIKHAAN: UP Institute of Creative Writing announces that it is now accepting submissions for possible inclusion in the sixth issue of Likhaan: The Journal of Contemporary Literature.

Likhaan, the country's leading literary peer-reviewed journal funded by the Office of the UP Diliman Chancellor and published annually, showcases the best of new and unpublished Philippine writing in English and Filipino. Submissions to the journal undergo a strict pre-screening and blind refereeing process by both the editors and a panel of referees composed of eminent writers and critics from within and outside UP. The ICW fellows and associates take turns serving as its editor.

Previous editors of the journal are ICW director Jose Y. Dalisay Jr., National Artist for Literature Virgilio S. Almario, former ICW director and former UP Vice-President for Public Affairs Cristina Pantoja Hidalgo, award-winning writer Pedro ‘Jun’ Cruz Reyes, and Dr. Roland Tolentino, dean of the College of Mass Communication. Likhaan 6 will be edited by Dr. GĆ©mino H. Abad. Associate editors will be National Artist Virgilio S. Almario (for Filipino) and Dr. Cristina Pantoja Hidalgo (for English).

The guidelines follow:

1.For its sixth issue, Likhaan: The Journal of Contemporary Philippine Literature 6, will accept submissions in the following genres, in both English and Filipino:

• Short stories ranging from about 12 to 30 pages double-spaced, in 11-12 points Times Roman, New York, Palatino, Book Antique, Arial or some such standard font. (A suite of short prose pieces will be considered.)

• A suite of four to seven poems, out of which the editors might choose three to five. (Long poems will be considered in lieu of a suite.)

• Creative nonfiction (essays, memoirs, profiles, etc.), subject to the same length limitations as short stories (see above).

• Critical/scholarly essays, subject to the same length limitations as short stories (see above)

• Excerpts from graphic novels, or full short graphic stories, for reproduction in black and white on no more than 10 printed pages, 6” x 9.” (Excerpts should be accompanied by a synopsis of the full narrative.)

2. All submissions must be original, and previously unpublished.

3. All submissions must be accompanied by a biographical sketch (no more than one or two short paragraphs) of the author, including contact information (address, telephone number, e-mail address).

4. Submissions may be e-mailed to likhaan.journal6@yahoo.com, or posted to The Editors, Likhaan Journal, UP Institute of Creative Writing, Rizal Hall, University of the Philippines, Diliman, Quezon City, 1101.

5. All submissions should be received (whether by e-mail or post) no later than March 30, 2012.

7. Writers whose work will be accepted for publication will receive a substantial cash payment and a copy of the published journal.

P40 for 40 Storybook Sale -Adarna House

It’s that time of the year — or more specifically, it’s that hour of the year! For an hour on March 17 (Saturday), our storybooks will be on sale for only Php 40.00 each. Our books usually go for Php 73.00, so this sale would mean a 45% discount across our storybooks!

So on the morning of March 17, 2012, our showroom doors will only be open from 10:00 AM to 11:00 AM. The rest of the morning, only Adarna House staff will be allowed to enter the showroom.

The forty-peso purchases will be limited to 40 books per person, so books in excess of the 40 books have to be purchased at regular price. But if you’re there by 10:00am, you will, of course, be allowed to settle your purchases even after the sale period.

Just remember that as soon as the clock strikes 11:00AM, the selling of 40-peso books will stop, and only the books in the hands of customers by 11:00 AM will be considered for the sale.

However, if you’re a day care worker who can show us a valid ID, the happiness just goes on!

The University of the Philippines Baguio and National Commission for Culture and the Arts will hold the third Cordillera Creative Writing Workshop on May 22 to 26, 2012. The Workshop is open to all, 16 years old and above. Original and unpublished works written in any of the Northern Philippine Languages (and their dialects): Ibaloy, Kankanaey, Ifugao, Kalinga, Bontoc, Kalanguya, Karao, Isnag, Tinguian, Pangasinan, Ilokano, etc. Submit any of the following:

FILCOLS Member Black Pen Publishing Co-presents OpenBook Session with FWGP

Let us join WASAK author, Norman Wilwayco on March 16, 2012 as his friends will read stories from his book, the 2nd edition of RESPONDE (BlackPen Publishing, 2012). As what is mentioned in the review of Lourd de Veyra, RESPONDE is a collection of short stories in Filipino wherein we will meet the author’s crew of mad, lovable, downtrodden, foulmouthed, alcohol-and-narcotics-fueled misfits. Esteemed fictionist Jun Cruz Reyes-himself an iconoclast of Philippine lit-christened Wilwayco as his rightful successor.

The Freelance Writers’ Guild of the Philippines’ OpenBook program for the month of March begins at 7:30pm.

• Lourd de Veyra, host of Word of the Lourd, the bestselling author of “This is a Crazy Planets”. He is also the frontman of Radioactive Sago Project.

• Jim Libiran, a multi-awarded writer, poet, essayist, documentary filmmaker, activist and television producer and journalist. His first full-length film, “Tribu” was based on a screenplay that won the prestigious Palanca Award for Literature for 2006. His other films like “Happyland” are still showing in different schools all over the country.

With a special performance by the lead singer, Norman Los AƱes of the Triangle Trauma Band, wherein they started the advocacy group named Tinta-Aklat-Rekord-Awit or TARA.

The 2nd Sandra Burton Nieman Fellowship for Filipino Journalists now open

The Center for Media Freedom and Responsibility (CMFR) is administering the search for the 2nd Sandra Burton Nieman Fellowship sponsored by the Ninoy and Cory Aquino Foundation (NCAF).

As in the program’s first year, CMFR will be in charge of the selection process. CMFR will receive applications starting February 20, 2012 (Monday). Deadline for applications will be March 10, 2012 (Saturday). The application form may be downloaded from the link provided below.


Sandra Burton was the Hong Kong bureau chief of TIME magazine who accompanied then opposition leader former Senator Benigno Aquino Jr. on his flight home to Manila on August 21, 1983. The senator was killed on the tarmac upon his arrival. Ms. Burton reported on the assassination and the political turmoil triggered by the death of the opposition leader as well as the events that led to the fall of the Marcos dictatorship in February 1986. She continued to report on the democratic transition and the presidency of Mrs. Corazon Aquino, developing strong ties with many Filipino journalists working during that period.

Ms. Burton passed away on February 27, 2004 in Bali where she lived after retiring from journalism. She left a scholarship fund to the NCAF to support the study of Filipino journalists in the US.

The Nieman Foundation selects about 12 US and 12 foreign journalists for Nieman Fellowships each year. Only full-time journalists (including freelancers) with at least five years’ experience are qualified. Those journalists working for the news or editorial departments of newspapers, wire services, radio, television, web sites, online publications or magazines of general public interest may apply. Photojournalists, editorial cartoonists, columnists and broadcast producers are also eligible. Public relations practitioners and those who write in or for organizations whose primary business is not the media are not eligible.

Fellows are expected to do academic work at Harvard for two semesters, during which time they may not do professional work and should have obtained clearance from their employers, if applicable.

Philippine Daily Inquirer senior editor and columnist John Nery became the first recipient of the Sandra Burton-Nieman Fellowship for Filipino Journalists.

FILCOLS @ 4th National COCOPEA Congress

FILCOLS attended the 4th National COCOPEA (Coordinating Council of Private Educational Associations) Congress held at the Main Court, 2L, Quadricentennial Pavilion, University of Santo Tomas, Manila last 28-29 February
2012.

The event was attended by more than 700 executives from the private education institutions all over the country. The theme of the Congress was Reforming Philippine Education: Issues, Challenges and Solutions. It was none other than President Benigno Simeon Aquino III who gave the keynote address.

For two days, FILCOLS distributed hundreds of membership forms and FILCOLS Primer to the delegates who visited the exhibitors' area. Trinity University of Asia showed their interest to hold a lecture/seminar on copyright and IP for the next school year. Professors from Angeles University Foundation, Technological Institute of the Philippines Manila, Ramon Magsaysay Memorial College in General Santos City, Academy of St. John, Sta. Clara, General Trias, Cavite, Columban College in Olongapo, Bicol College in Daraga, Albay, University of Luzon,Southern Christian College in North Cotabato and Emilio Aguinaldo College Manila are requesting for further communications regarding copyright and IP seminars to be held in their school.

A professor from Davao and another from Kalinga signed as FILCOLS members on the spot.

The 4th National COCOPEA Congress was organized by PAPSCU, PACU, CEAP, ACSCU and TEVSAPHIL.

The NBDB Commits to Excellence and Ethical Practices

In a special board meeting held on February 18, 2012, the National Book Development Board resolved to amend its Vision and Mission statements to focus on an aspect of book development that requires equal attention: the promotion of excellence and ethical practices within the book publishing industry.

The call to adhere to ethical business practices is not only timely, but necessary, as the public is so inundated with news about graft and corrupt practices that it is in danger of becoming inured. This should not be the case, especially when it comes to books.

Though no concrete evidence has ever surfaced to prove the existence of unethical business practices within the book industry, the Board recognizes the prevalence of these practices, which have been brought about by cutthroat competition within the industry itself. Unfortunately, these practices happen in the sale of books both in the public and private sectors.

The NBDB strongly urges members of the industry, as well as schools, to police their own ranks and to work with government in curbing these unethical practices. The Board feels that this is particularly crucial today because children and young adult Filipinos are exposed, through various media, to examples of unethical practices.

The NBDB would like to remind everyone who forms part of the book publishing industry that the Declaration of Policy found in Republic Act 8047, the law that created the NBDB, states that the book industry has a significant role to play in national development and, as such, it is different from all other industries. This is precisely the reason it receives significant support from government.

The Declaration of Policy also states that books, which are its products, are instrumental to the citizenry's intellectual, technical and cultural development - the basic social foundation for the country's economic and social growth. The NBDB Board hopes that all who comprise this industry should play their part in creating excellent and affordable books in an ethical environment that truly contributes to national development.

The new NBDB board is chaired by Flor Marie Sta. Romana Cruz. Ms. Sta. Romana Cruz is a prizewinning writer of children's literature and an essayist. She has a column in one of the leading national dailies. She tackles issues dealing with education, literacy and literature.
